According to UK media reports on September 10, 13,193 released individuals in England and Wales were recalled to prison in the first quarter of 2026, representing a 31% year-on-year increase. At the same time, prison capacity remains under growing pressure, meaning more eligible individuals will need to be managed through community-based supervision.

Behind these figures lies a broader structural challenge: the number of people under supervision is increasing, while the staff, time, and operational resources available to justice agencies cannot expand at the same pace.

Traditional GPS electronic monitoring mainly answers two questions: Where is the monitored person, and have they crossed a restricted boundary? But when large volumes of location data, geofence events, tamper alerts, and device notifications are generated every day, relying on officers to manually review each event can turn electronic monitoring itself into a new operational burden.

When the two parties move within a predefined distance, both the monitoring terminal and the backend platform can generate proximity alerts and location records.

AI Must Ultimately Improve Supervision Efficiency
